ATLANTA (AP) Georgia's Attorney General Sam Olens has again declined a request by state Sen. Jason Carter to appoint an investigator to review the handling of ethics complaints against Gov. Nathan Deal.

Olens, in a letter to the Democrat running for governor, reiterated his previous assertion that he doesn't have the authority to do that and would not want to interfere with two related investigations. Olens also asks Carter to "cease using this office for political purposes."

Carter, a lawyer, has said there's no reason why Olens can't appoint an independent investigator. Carter has pointed to a memo that recently surfaced in which the head of the state ethics commission said an attorney for Deal threatened to block efforts to expand the agency's authority unless she made complaints against Deal go away.
