GAINESVILLE - Hall County Tax Commissioner Darla Eden wants to remind everyone that the deadline to opt in to the Title Ad Valorem Tax (TAVT) is Feb. 28, 2014.

TAVT is a new system for taxing motor vehicles that took effect on March 1, 2013 after being passed by the Georgia General Assembly. Citizens are encouraged to review the following information to determine whether or not they are eligible to opt in to TAVT before the Feb. 28th deadline:

•Vehicles purchased after Feb. 28, 2013 are automatically in the new TAVT system. TAVT is based on the vehicle’s retail price or fair market value, whichever is greater.

•Vehicles purchased between Jan. 1, 2012 and Feb. 28, 2013 are eligible to opt in to the new TAVT system. TAVT replaces the annual vehicle ad valorem tax, often called the “birthday tax.” Vehicle owners will need to bring in their bill of sale and Georgia driver’s license with a Hall County residential address in order to opt in.

•Vehicles purchased prior to Jan. 1, 2012 will stay on the annual ad valorem system (birthday system).

•A title tax calculator is available on our website: tax.hallcounty.org or on etax.dor.ga.gov .

•TAVT is applicable to sales between individuals (casual sales) as well as each time the vehicle is sold and retitled. TAVT is based on the fair market value of the vehicle.

•New residents to Georgia (who moved to Georgia after Feb. 28, 2013) are subject to TAVT. If new residency was established between Jan. 1, 2012 and Feb. 28, 2013 and the title was transferred to Georgia during that time period, those residents may opt in to TAVT.

"Residents will need to bring in their bill of sale so that we can calculate the previous sales tax paid against the charge of TAVT," Hall County Tax Commissioner Darla Eden said.

"If the sales tax paid is equal to or greater than TAVT, no additional tax would be due, but if TAVT is greater than the sales tax paid, our residents can chose to pay the additional one-time fee in order opt in or remain in the traditional (birthday tax) system. After Friday, Feb 28, whichever tag renewal system our residents are in, they will remain in unless they purchase another vehicle."
