Oakwood looks at non-tethering amendent

GAINESVILLE - Oakwood City Council Monday night considered an amendment to update the city’s animal control ordinance that would restrict tethering and provide more control of potentially aggressive dogs.
Council voted to put the amendment on first reading. City Manager Stan Brown said it’s aimed at preventing animal abuse.
“It’s to eliminate situations where dogs that are being tied up and left in a yard,” Brown said. “It’s to promote safety for the animal and prevent a nuisance to surrounding properties.”
The amendment also provides for keeping aggressive dogs off the street in a fenced or contained area.
“As we began looking at our ordinance we saw it was very dated and needed to be brought up to speed,” Brown added. “The intent is public safety and welfare and to ensure that the dogs are being properly cared for.”
MILL RATE STAYS THE SAME
City Council voted on first reading to keep the millage rate the same as last year at 2.658 mills, so that means once again, no tax increase for Oakwood property holders.
“They’ll act on it for a final reading next Monday,” Brown said. “Our tax rate has stabilized from the downturn in the economy and we’re able to maintain the same rate.”
REZONING FOR PLANNED GROWTH
Council approved rezoning on three parcels in the historic downtown area that the City purchased for planned development according to the City Manager.
“We did the planning back in 2008 and we’ve acquired the property,” Brown said. “It’s a matter of positioning the property a bit better for seeking out a private partner to work with. We think if we’ve got the zoning in place it’s better than bringing someone to the table and then have to do the rezoning.”
The properties were rezoned from agricultural and single family residential to Planned Commercial Development. They included an 11.97 acre tract at 3816 Main Street, .87 acres at 3819 Flat Creek Road, and a 5.35 acre tract at 3837 Flat Creek Road. Brown said the rezoning would position the property for a downtown.
