GAINESVILLE – Georgia Department of Transportation District Engineer Bayne Smith announces that Steve Kelly has been promoted as a GDOT District Traffic Operations Manager for the 21 counties in Northeast Georgia that comprise District One.
Kelly began his career with DOT in 2001. He started as a Design Engineer in the District Road Design Office. In 2002 he was transferred to District Traffic Operations Office as a District Access Management Engineer. Continuing in the Traffic Operations Office, he was promoted to Traffic Operations Engineer in 2004 and was named District Access Management Supervisor the next year. Kelly and his staff were responsible for all access to state routes in the 21 county area of Northeast Georgia served by District 1. They controlled the commercial driveway permitting process to ensure that all access is safe and meets state standards.
Kelly’s new position as a Traffic Operations Manager will include his current responsibilities as well as district-wide traffic engineering studies, signal timing studies, safety enhancement reviews, citizen complaint investigations and speed zone/radar ordinance coordination effective October 1.
Kelly earned an Associate of Science Degree in Civil Engineering Technology at Pensacola Junior College in Florida. He lives in Gwinnett County with his wife Ruth. They are the parents of two children: Christa, 21, and Hans, 19.
“Steve will do an excellent job as Traffic Operations Manager,” Smith said in making the announcement of his promotion. “Steve’s twenty years in the private sector are invaluable to our cooperation with Consultant Engineers. His understanding of that type of work and how to blend it with the Federal and State Engineering Standards is an asset to everyone involved.”
