Hall Commissioner sees 'unfunded mandate'
GAINESVILLE - Hall County Commisioners have agreed to an intergovernmental agreement with the cities in the county on collecting a two percent excise tax on energy used in manufacturing.
State legislators this year exempted taxing energy used in manufacturing but it also impacted special and local sales tax.
Commissioner Scott Gibbs Thursday night called it an unfunded mandate.
"I wish they would take it out of their budget and not my budget," Gibbs said. "We have managed to make cuts out of our budget the last two to three years."
Gibbs observed without an intergovernmental agreement, cities would get all of the excise tax revenue and the county would get nothing, but no one knows yet how much revenue is involved.
Commissioner Craig Lutz favored not collecting the excise tax locally since it was the intent at the state level to be more industry friendly by no longer collecting a the tax.
